Suggestion for a volunteer management platform (that can handle 3,000+)?

Hi all
Has anyone got any suggestions re a volunteer management platform that could cope with 3,000 plus active volunteers?  (I work for a membership organisation) At the moment the volunteers are managed by departments causing working silos. I am looking at ways technology could bridge those silos and streamline processes (as opposed to management via email and spreadsheets) and be able to give a view of volunteering as a whole.  Ideally something that could:
Help manage recruitment and induction (ideally with a link to website/form)
Training management, allocation,  log, policy sign off.
Help engagement/recognition.
Give data to measure/manage volunteering activity/resource
Does anyone have any ideas re software and/or experience in implementing this type of change in volunteer management?
