Employed, freelance or consultancy based fundraiser - that is the question?

I am a councillor on a dynamic town council that is considering employing a fundraiser to support its ongoing projects and activities.
I have been tasked with putting together an options appraisal to consider what the best approach would be from the following options
- Employ our own retained Funding Officer
- Jointly employ a FO with another parish/town council
- Use independent freelancers on an 'as needed' basis
- Use Fundraising consultancies on 'as needed' basis
I would welcome any insights as to the the pros and cons of the above?
