Help with development board terms of reference

Hi everyone, hope you are all well!
I'm new to the platform but would love some help with Terms of Reference for a new Development Board I would like to start. I have been researching and have some of the main points (I think!), but I wondered if anyone has any experience of this or tips and examples of what has worked for you in the past?
I have checked the CIOF and anywhere else I can think of but all thoughts/advice are welcome!
