Package holiday rules around multi-day sponsored cycle ride

Hi all, our small charity is organising a 6-day sponsored cycle ride in the UK next year, and I'm trying to determine whether we'd need to follow the govt package holiday rules or not. It would be for around 25 riders plus group leaders. We plan to run it ourselves rather than through a travel company, and would arrange accommodation and some travel.
Can anyone advise, or point me in the direction of where to get advice please? The Department for Business, Energy & Industrial Strategy whose guidance it is are very hard to contact!
