Social Investment Tax Relief due to be cancelled

Hi All
Unfortunately this scheme is under threat of cancellation.
See the guardian article "uk charities could have to hand back millions if tax break is scrapped"
My question is where does this assertion that charities & social enterprises would have to "hand back" investment come from? As we all know, it's not as easy as just handing it back!! Surely it would only be cancelled to new applications?
