Consistently being told not enough experience for policy

Hi,
I'm looking to transition into policy. I've done consultancy in the private sector in D&I writing reports, influencing, etc. My first charity job was comms and policy in a VAWG charity. Unfortunately it was a maternity contract. I moved but the working environment isn't nice.
I've secured a job in comms&engagement after failing to secure a policy job. I was told I did not have enough experience. When I later looked, it seems the candidates are white with no prior experience so the 'not enough' doesn't seem fair. After discussing with other poc this seems to be common.
But what should/can I do to secure a job in policy?
