Does anyone know of a 'directory' of freelance bid-writers, ideally organised by region or county? We're a medium sized regional charity and are looking to outsource aspects of this work. We need someone who will quickly 'get' our ethos and strategy and what we are looking for, find appropriate sources (although we have some ideas already), and draft excellent bids with a good success rate. Ideally they would be local to Dorset as we think they would need to meet us to fully understand our unique offer!

All good advice! The Institute of Fundraising has a consultants and freelancers directory you can search https://www.institute-of-fundraising.org.uk/consultants-and-suppliers/directory-of-consultants/ and there is a very active Facebook Fundraising consultants group. It's a closed group but you just need to answer a few questions from the Admin. 
We've just finished working with the fundraising team and CEO of a Dorset-based charity despite being based in London. Confident they would say it was positive experience :-) So you may not need to geographically restrict your options. But see what your research reveals.

You'll need to define the 'brief' further Rob (apple? pear? ....) and do put it in a written document.
May be appropriate to look for someone who is Institute of Fundraising qualified, depending on exactly what kind of help the charity wants and needs.
Ask if they adhere to the Code of Fundraising Practice.
If they or their employer are acting commercially, ask if they have voluntarily registered with the Fundraising Regulator.
Seek indepedendent recommendations from other charities that have used their services =- speak confidentially to those charities about their experiences.
Make sure you see and understand their standard terms and engagment contract before committing to both of those.
Consider whether this wil be a regulated fundraising relationship under the 1992 Charities Act, if so the written agreement must address a range of particular areas and do so as required by that legislation. You may need to take independent specialist advice on that and/or other matters.
