Setting KPIs for volunteers?

We have a large data based project starting next month to bolster our new community led strategy. The board and trustees have given us a small budget for creating a new IT database but nothing for human capital because they want to use volunteers. Our retail premises are closed until April. Our volunteer manager has Powerpointed the new strategy to the shop volunteers and asked them to help with web research and data entry until our shops can safely open again. The board want weekly targets set for the volunteers to keep them motivated and to make sure the project finishes before our shops can reopen. Does anybody have any tips on how to do this in time for the board to maximise funding in the next tax year?
