A CIC opening up a Foundation Charity arm

Hello, 

So I currently operate a CIC which operates supporting elderly in our community. I want to be able to support more people who can't afford the nice services. Offering free support / services. However, I am finding things a little difficult in terms of how the CIC was set up. I want to explore operating a Charity arm where we can receive donations that can clearly then pay for services and offer cheaper/free services. 

Is this something that people would suggest? Or am I over complicating things?
