Advice on storing case studies/stories/images - digital asset managers

We're a small charity looking to improve the way that we store and manage our case study stories and images. I'm hoping someone might be able to recommend or advise on software or digital asset managers to help us do this?
Currently we have stuff stored away in folders and so on. But we'd love a central place to keep images and text files where they could be easily tagged and searched, where we could attach details of consents, permissions and previous usage. Probably also with some kind of user permissions for data access control. 
But above all, it needs to be easy to use, simple to upload to and cheap (or free!) 
Can anyone recommend anything that they know of or have used previously?
