Budgeting for volunteers?

I need to work out some volunteer budgets to be signed off by the board and trustees to be used for the new tax year.
We're looking to train up our volunteers as soon as things are safe enough thanks to social distancing and vaccination statuses.
The only thing I don't know is how much a volunteer is worth? We have some who help out our marketing and social media team, we have others who help out our research and legacies team, and we have our retail teams. Are some roles worth more than others even though every volunteer is priceless?
I'd appreciate some advice from this great community.
