How to raise an enormous amount of funds needed for new building construction

Hi, we are trying to construct a building for a Laparoscopic Robotic Surgery Training centre. We have battled to get planning permission for the site. It is private land and the owner of the land is pushing the project, called Project Q. Part of the building will be used for a Veteran's Hub as the owner is a former Royal Marine.
At the moment we are a CIC as the Charity commission said as the owner of the site he couldn't be on the Trustees board. I am a volunteer at the moment but will be employed as the Veteran's Coordinator when there is money.
My question is any ideas on how to raise the £4 million we think it will cost to construct the building. Once it is built the Robotic training should keep it all going.
