Is a comprehensive business plan a necessity?

Dear Community Members,

Can you please enlighten me on whether or not I need a comprehensive business plan to register a CIO in the UK. I am constrained with time and seek to know if that is a registration requirement. I am open to your guidance, advice and recommendations.
