Recommendations for database/job alert system?

Hi,
We are looking at upgrading our current website to include a job alert system. We'd like to build a secure mailing list (database) who we can target when jobs arise in the local area or potential applicants can 'register an interest', so they receive alerts when jobs come up.

I know we can set up a basic database/mailing list system via Mailchimp but does anyone have any other recommendations? Would anyone advise a CRM or getting a professional 'recruitment website' build? On average we'll be recruiting up to 200 jobs annually.
