Banking requirements for trustees (even those not even on the bank account)

Hi all,
We've managed to get some funding to buy tablets to form a tech library to help service users get online and use our befriending service.
In terms of the logistics of running a library (insurance, loan lengths, health and safety etc), does anyone have any templates I could have a look at, or advice they could give me?
