Advice on establishing a Board of Trustees

I have just taken over a NPO which wasn't set up as a UCG but has been operating as such but without a board of trustees.

I know I need a minimum of 3 people as trustees but the volunteers I have currently do not want to be on the board.

Can anyone suggest anything to help please?
