Advice on setting up a board and fundraising strategies

I have just taken over a NPO which wasn't set up as a UCG but has been operating as such but without a board of trustees.
I obviously want to change this and I would like some guidance. How do I find a fund raising manager as a sub contractor? Who can I approach for fund raising if I were to do this myself?
