Approach to procurement of mobile devices/contracts for staff

Hi, 
Currently my organisation buys devices from the likes of John Lewis and Carphone Warehouse and buys SIM cards separately. This was probably cost effective when our numbers were smaller but there has been a period of growth and that is set to continue so it strikes me as not at all the most cost effective way to manage moving forward.  We have approximately 40 staff and probably 20-30 of them have or need a mobile. 
If we continue to buy devices outright as we do now are there more cost effective places to source them from? 
And finally, if we were to change our strategy and think about business contracts where is the best place to start?
