Board Secretary voting rights?

Hi all,

Im after some insight and advice about the above.We've been trying to recruit some new members of our Trustee Board.  I've just been told by someone, with good experience, that the Secretary for the 'Board of Trustee's' doesn't actually have any Trustee voting rights and in fact, is usually someone who works for the organisation, not a volunteer Trustee?!  

Is this true/usually the case and if so, can someone direct me to some sort of proof, words that says this explicitly, as our COO doesn't think its right, where as i think it might be.
