Business owners whose prices don't take into account the fact that you're a charity?

Hello everyone
Within my community group (almost a CIO), I hire external people to provide workshops for our older service users. For example, arts-based workshops. As you'd expect, we're not brimming with money and we do this when we have been successful in a small pot of funding.
I find myself getting really peeved off when I work with external providers who I feel do not take our charitable status into account, and want to get more money from us.
For example, by charging us extra if the session were to naturally go over time by 15 minutes. It's not the case that the provider would be doing much more work in that time, it's more than people would be chatting and the session might go on for a little longer. 
Honestly, I find it awful that people don't have flexibility for a good cause. Of course we are willing to pay people for those services, but I'd rather work with people that have a sense of generosity. 
Has this happened to anyone else? How have you dealt with it?
How do you find providers to work with who share your ethos?
