Driver booking system recommendations

Can anyone recommend a free online booking system that could replace our manual taxi-ing system? We have volunteer drivers taxi local people to hospital,doctors,shops, etc.

I envisage it being a 2 stage process i.e. Stage 1 would be our office staff using the online system and Stage 2 would allow the 'clients' to book directly online.
