Finance System to Handle Partial Exemption VAT

Does anyone know of a finance system that can handle partial exemption VAT? We currently use Quickbooks which is great for standard VAT, but will have to do our partial exemption calculation offline.
I think XLedger has some partial exemption functionality. Does anyone have any experience with this?
