How do you handle inactive fundraisers?

Hi everyone.
Has anyone noticed the rise in people signing up for challenge events and not doing anything with fundraising?
What has been your most effective way of engaging with these participants and do you have a clause or way of saying if they have made no attempts to fundraise they cannot partake?
I am new to the position of fundraiser but it has been noticeable throughout the year and the question has been raised a few times of how we should look into 2026 with some policies or statements.
Any and all advice is massively appreciated.
