Mobile phone recommendations for volunteers

Hi All
We are a charity that supports the education of young carers and each of our young carers is matched to a volunteer mentor for several years. We are moving to issuing all the volunteers with mobile phones.
I'm looking for about 30 phones and thinking that a sim only deal with second hand phones might be the way forward (but open to suggestions!). I wanted to reach out and ask if anyone has issued this number of phones, either to staff of volunteers, and whether there are any recommendations as to where to go?
