Local authority trying to build housing on recreational land. What can we do?

Hello all - has anyone had any dealings with the Local authority trying to build housing on land which was assigned through deeds for use as a recreation space?
We have a space in our village which our organisation is looking into, it was sold to the local authority under the above act for recreational uses in 1966 - now they plan to build housing on it?
