Good Afternoon

I am trying to set up an organisation to help people in low skill and low pay jobs to develop skills and make themselves a better employment prospect.  I can draw on some great professional experience and online resources for training but I don't know how to get started.  What are the top 5 things I should do?  Any advice or suggestions is absolutely welcome!
