Volunteer boundary guideline resources

Hi - I'm looking for resources, guidance or ideas on how to create boundary guidelines between volunteers and vulnerable service users who often become volunteers themselves but still remain clients of the service e.g. receiving support but also help out in the garden as a volunteer. 
Have found it's a tricky grey area as it is challenging not to 'other' the service user volunteers simply because they are service users but also need to factor in their added vulnerability and safeguarding policies which tend to (necessarily) create strict rules around appropriate behaviour between volunteers and service users. 
Any resources or experiences from other organisations appreciated!
