Advice on starting volunteer policies & procedures (from scratch)

Hello,
I’m about to become the first volunteer at a small community centre linked to local charities. At the moment, there are no existing volunteer policies or procedures, so my first task is to help create a simple volunteering framework.
I’d be grateful for suggestions on:
good places to start
templates or toolkits for volunteer policies/procedures
trusted sources others have used (e.g. NCVO or similar)
This is for a small, community-based setting, so practical and proportionate guidance would be ideal.
