Are regular email newsletters a waste of time?

Hi everyone, apologies for the loaded title to this post, but I've been thinking about my organisations' regular email newsletter and whether or not it's worth the work we put in to produce.
At the moment we do a monthly round up of news alongside occasional single issue emails (do this campaign action, donate to this urgent appeal, etc). Generally we notice that the clickthrough rates on the monthly newsletter to be much lower, and anything beyond the first story doesn't get much notice.
Is it time to say goodbye to enews and move to more on demand emails? or do they have a place and maybe we just need a redesign?
