As a new CIO, are we able to keep the same PAYE system we used when it was a CIC?

Hello
We've just converted from CIC to CIO, I was told we would be able to keep the same PAYE system but HMRC have now said we cannot.
Another new CIO ( also converted from CIC, a few weeks ago) who I've spoken to haven't made any changes to their PAYE, but HMRC say because we're technically a new legal entity we need to change. Is that correct?
