Can a heritage charity register without owning land?

We are a recently formed heritage conservation charity and we are struggling to get registered due to the strict criteria. We need to own or have an interest in land or buildings. Has anyone else managed to register in this category without and could you give any tips? We have finders but we can't take any money until we are registered so very first
