Can anyone share experience around *means-tested* travel expenses for volunteers?

We are looking into offering some form of means-tested travel reimbursement for our volunteers, and potentially for more of our beneficiaries too.
But while it seems like a good idea in principle...
  • [Hard-up volunteers not being out-of-pocket for volunteering!!! Just giving travel expenses to people on benefits/on very low income!!! Supporting people who are giving their time for your beneficiaries, when they are having a period of hardship themselves!!! Saving the money for those who need it the very most!!! Much better than not doing anything!!!]
... It also seems full of pitfalls, admin heavy, and most crucially:
It seems to be hard to sensitively judge who is most in need.
🙏  Would anyone be able to please share how they have gone about doing means testing? 🙏
Perhaps you have heard on the grapevine about how another charity approaches 'means tested'/financial-hardship-based travel expenses/reimbursements? OR maybe you are happy to talk about where you are currently, or a past charity that shall remain nameless!
We would struggle to afford travel expenses for all of our volunteers and beneficiaries... But we hate the idea that financial issues may be a secret barrier, and may stop people from being part of our mission/accessing our support.
If a private chat would be OK instead, please do reach out!!!! But am sure other charities would be keen to learn from your hard-won experience if you have any too. Feeling stuck, any help very gratefully appreciated.
