Do we need to complete a taxpayer information form for funds to be release on Eventbrite?

We've recently run an event where attendees have purchased tickets through Eventbrite. Eventbrite have not released the funds to our charity yet, and although it's not clear why, I am wondering if it's because we haven't completed their Taxpayer Info form.
I've started to complete this but am a bit baffled. Eventbrite are an American company but apparently still require us (a UK charity) to fill in an IRS Substitute Form W-8BEN-E.
Has anyone else based in the UK completed this form? If so, where did you get the necessary info from? Or is there a way around filling this in?
I am not a finance person so (a) don't want to have to fill this in if we don't need to, but (b) don't want to accidentally commit tax fraud!
