Is it a concern when a charity has healthy reserves but reports ongoing deficits? (Anonymous post 🤫)

Hi everyone,
Newbie here👋 I am treasurer for a charity run pre school. We have a Virgin charity account which means zero account fees however we do not have a debit card with the account.
Our staff members need a card each with a set limit which Virgin are unable to offer. Due to our constitution (we have are a committee run setting) we need to have limits on each card. Are there any companies who offer this for free?
Does anyone else have this issue?
