Funding application from individuals to the charity

Happy Easter Sunday all,
It's me again with another question. We are going to be asking individuals to apply for funding from our charity to access the MH training and services provided by the non-charitable business as our supplier.
1. In the application form, we ask about their financial status; how do we check that they are not 'employed' or otherwise they COULD have some money to pay without asking for our funding?
2. We are about to send off to CC to apply as CIO, hence a lot of questions> do we HAVE to attach a business plan with the application????
