How should we go about setting up an online forum/message board for our under 25 audience?

Hello
I am currently looking at the services we can offer to young people (under 25s) who access our charity and hoping to be able to set up a message board/online forum service. I have a few questions that I was hoping I may be able to discuss with others that have set this sort of thing up for their users?
I was interested in what software systems may have been used and any recommendations people have. Also wanted to ask about safeguarding issues (due to the age range).
Any help, tips or advice gratefully received.
