Issues with volunteer recruitment, any advice?

Hi, I'm the Volunteer Coordinator for Berkshire Motor Show and we rely on Volunteers to help on the day, and we're having problems in recruiting Volunteers. I have tried a number of local organisations, Roitory club, Army cadets, Scouts, but have had no response.
Any ideas please?
