Safeguarding volunteers and health & safety/risk assessments for volunteers

Hello,
We need to implement some improvements around how we best safeguard our volunteers and keep them safe when they are interacting with our clients.
There are a few things we need to consider:
- do we have a legal duty of care for our volunteers like we do our clients?
- what action do we take if we are concerned about a volunteer (e.g. they haven't responded/answered their phone/ behaviour is out of the ordinary.)
- knowing the difference between being concerned and the volunteer  'ghosting' us (we don't want to be badgering volunteers that just simply don't have time to volunteer anymore.)
- How do we create an effective risk assessment for volunteers that are 'out and about' (e.g. visiting a client in their home, at a local cafe or park.)
- where do we draw the line on contact etc
Any advice and information you can offer me would be much appreciated. Thank you, Kellie
