Salary on costs calculation and TUPE liability

Hi
We are moving towards employing staff directly (current arrangement is a complicated arrangement for the workers who are employed via an agency through our local council and recharged back to us).
Please can you recommend a good source for benchmarking salaries and the additional % on costs to cover holiday pay, sickness, pension and NI contributions.
Will TUPE arrangements kick in if one of the workers has been working for us for 2 years?
