Why are there still so many contract fundraising roles?

Hi all,
I was hoping to get a bit of insight from the community about an article I'm writing on contract fundraising roles. What I've noticed so far from my research is that though the number of contract fundraising roles has dropped slightly over the past three years, the number of permanent roles has taken a massive dive in the wrong direction.
Basically, I'm trying to make sense of why charities are becoming less likely to offer permanent roles to fundraisers. Is it simply just a change in terminology? Are we more likely to refer to permanent roles as 'full-time'? And why are contract roles still so common in the fundraising sector?
