Why don't small charities club together to save money on fundraising?

Why don’t small charities fundraise as a group, using an administrator to source funds for each sector of those charitable causes? If we employed fundraising manager(s) and shared the cost it could prove much more effective.
For instance I use a stockbroker who works with a major Accountancy Group finding how best to help funds grow significantly more than the norm. Also by working as a major Group, we would get to discuss lots of issues in the charity running world, which may prove beneficial to all.
The founder of The Bay Foundation, wrote her Autobiography before she died aged just 29. It was taken up by a Film Studio in London, the script written in the US. It’s now back at the London Studios for a possible launch, early in 2022.
So just trying to put a small charity on the map.
