How do/can/should charities that are established for the benefit of animals ensure that they meet the "public aspect" of the public benefit requirement?
"To satisfy this aspect the purpose must benefit the public in general, or a sufficient section of the public - what is a 'sufficient section of the public' varies from purpose to purpose..."
While "animal welfare" is one of the 13 specifically allowed "charitable purposes", but the others all have a more obvious benefit for the public.
