Examples of charge out rates

Hi,
We are a small (moving into a medium sized) charity. We are starting to charge out some of our services in relation to Research and Policy topics and have no set rates to do this.
Does anybody have some policies or formulas they use to work these out for their own organisation that I can use for comparison? We would be looking to include overheads for some services and charge others at cost only.
