Hardship fund for membership fees

Hi there,
Does anyone working at a membership charity offer a hardship fund for those who are unable to pay their annual fee due to financial circumstances? We are looking to establish something of this kind, with a view to mainly helping early career members stay with us, but I'd be interested to know of any caveats or guidelines others have in place for offering something similar.
It may be that we have to essentially consider each application on a case by case basis, but I'd like to support the membership secretary with guideance where possible.
