How do you manage push back from employees against treasurer's advice?

Hello, everyone
From the perspective of charity internal politics, as I understand it, part of a trustee's role is to give vital instruction when the charity employees are neglecting to either open an appropriate bank account or give the insurance company their charity number when they've registered as a charity to make sure they're insured.
My experience, however, is that I am either being fobbed off and things never actually being done, or I'm being accused of badgering people.
Has anyone else experienced this ? And how do you deal with it?
I've just taken over as treasurer/trustee, and despite saving them £3K in contract fees, because they actually had contracts in the drawer somewhere, my advice is being resisted at every turn to the point of group pressure.
