How to develop a volunteer strategy and what is required to manage volunteers

Hi
We are a very small charity run by 5 volunteer trustees. We want to grow and develop our activities using volunteers to lead and implement projects in fundraising, campaigning and the role out of an education programme in a health setting.
Does anyone have experience of employing someone to get their charity from the creation of a volunteering strategy to actually implementing it including evaluation? or even doing it themselves? many thanks for any suggestions/advice.
