Is it common to face savings account rejection after opening a current account?

When our CIO got registered we opened a current account and there were few questions on donation collection but the account was opened. Now we want to open a savings account with the same bank and there have been barrage of questions on all aspects of the charity but the account is still pending.
They recently wrote us saying they can't open the current account for us. We wrote them back saying we already have a current account and we wanted a savings account. There is no reply. It has been about 4 months since we applied for this account.
Is this normal? What shall we do?
