HMRC-compliant volunteer reimbursement

Hello All,
Looking to make it easy (so volunteers re out of pocket for as short a time as possible and collecting receipts/paying them doesn’t become a cottage industry) but also be HMRC compliant. Some charities are looking at giving an advance each month on a pre-paid card which I think might be an issue for tax/imply a contract so it would be great to have ideas of what others do.
Any suggestions of someone who would know this stuff and be able to share good practice with some service managers?  its less of a system/IT change and more a process/good practice for both charity controls and volunteer management.
