Legal structure of charity

Dear all
We are in the process of completing our legal structure for the charity commission registration. lt has been proposed that all our trustees will need to become directors as we have a trading entity for our financial sustainability. My understanding is that there are  charities that are operating with just one or two directors and a board of trustees which is preferable for us as it is currently challenging for our current trustees to agree to becoming directors due to the level of debt which has resulted as a consequence of the pandemic due to us having to cease trading 
Can anyone advise on this to help us move forward from this difficult inpass.
